On 22 October 2010, the Greek Government in cooperation with leaders from across the Mediterranean launched the Mediterranean Climate Change Initiative in Astir Palace, Vouliagmeni.
The Mediterranean Climate Change Initiative had already been announced by the Prime Minister of Greece at the 3rd Mediterranean Sustainable Energy Summit in Athens on 18 and 19 May 2010. The Greek Government, under the auspices of the Greek Prime Minister, and the support of the European Investment Bank, invited political leaders, scientists, NGOs, the business community and academics, to discuss, consult, decide and embrace common positions on jointly addressing financial, energy and climate challenges in the Mediterranean region.

The Euro-Mediterranean Observatory of the Hellenic Centre for European Studies places particular importance to the ongoing interaction between the peoples of the Great Lake. Through its work, EuroMedO aims at enhancing cultural dialogue and at identifying cooperation initiatives in the Mediterranean region. Within this framework, EuroMedO was present in the first Euro-Med Forum on Cultural Diplomacy, which was organised in Rhodes from the 11th to the 14th of May 2010.

If Cultural Diplomacy is to be understood as the “the exchange of ideas, information, values, systems, traditions, beliefs, and other aspects of culture, with the intention of fostering mutual understanding” as defined by the American political scientist and author, Milton C. Cummings (Institute for Cultural Diplomacy, 2010), then the need for such practice in the 21st century is more pronounced than ever in the past. As illustrated by the 9/11 attacks, but more generally by the growing preoccupation with terrorism, population movements and the challenge of building multicultural societies, the clash of civilisations has indeed become a source of conflicts, problems, poverty and inequality in contemporary society. Within this context mutual understanding, dialogue and the overcoming of prejudices becomes vital for the prosperous and peaceful coexistence and development of global society.

Η Δήλωση της Βαρκελώνης που υιοθετήθηκε από την Ευρωμεσογειακή Διάσκεψη το Νοέμβριο 1995 προβλέπει ότι « Οι δήμοι και οι περιφερειακές αρχές πρέπει να συμμετάσχουν ενεργά στη λειτουργία της ευρω-μεσογειακής εταιρικής σχέσης. Οι εκπρόσωποι των πόλεων και των περιφερειών πρέπει να παροτρυνθούν να συναντώνται κάθε χρόνο με στόχο την επισκόπηση των κοινών προκλήσεων που αντιμετωπίζουν και την ανταλλαγή των εμπειριών τους».

Η ανάληψη της Προεδρίας του Συμβουλίου της ΕΕ από την Ισπανία για το πρώτο εξάμηνο του 2010 αποτελεί ευκαιρία για την αναζωογόνηση του πνεύματος της Ευρωμεσογειακής Συνεργασίας. Παρά την αρχική αισιοδοξία που περιέβαλλε την ίδρυση της Ένωσης για την Μεσόγειο το 2008, τα εμπόδια στην προώθηση των στόχων της (με κυριότερο εμπόδιο την επιδείνωση των Αραβο-Ισραηλινών σχέσεων, και την ακύρωση εξ’αιτιας αυτού προγραμματισμένων συναντήσεων της Ένωσης για την Μεσόγειο), οδήγησαν σε ένα γενικότερο κλίμα απογοήτευσης σε σχέση με το μέλλον των περιφερειακών σχέσεων στη περιοχή

Από τη Σύνοδο Κορυφής της Βαρκελώνης το 1995, οπότε και τέθηκαν οι βάσεις της ευρωμεσογειακής συνεργασίας έχουν περάσει 14 χρόνια. Η πρόσφατη δημιουργία του Ευρωμεσογειακού Πανεπιστήμιου (EMUNI), ως δικτύου συνεργασίας στον τομέα της εκπαίδευσης και της έρευνας στον ευρωμεσογειακό χώρο, αποτελεί ένα σημαντικό βήμα στην πορεία εξέλιξης και διεύρυνσης του διαλόγου και των πολιτικών συνεργασίας μεταξύ των δύο πλευρών της Μεσογείου, δηλαδή των Κρατών-Μελών της ΕΕ και των χωρών του Νότου της Μεσογείου.
